Construction Administration and Management - St. Paul's Infrastructure

SERVICES REQUESTED The City of Norfolk’s Department of Public Works and Department of Transit are soliciting proposals and qualifications from interested firms to provide a full-time on-site Construction Manager and support staff for the construction of the St. Paul’s Tidewater Gardens transportation infrastructure Phase 1 and 2 improvements. The Construction Manager must be a Certified Construction Manager (CCM) and the support staff must include a Professional Engineer (PE) licensed in the state of Virginia. The responsibilities will include, but not be limited to; construction administration; project management; construction management; construction inspection; inspector management; quality control and quality assurance; coordination across multiple construction projects and contractors; material sampling, testing and certifications; surveying; utility designation and location; constructability reviews; value engineering; identify and recommend solutions to construction issues encountered in the field; construction schedule and critical path method (CPM) reviews; delay claims analysis; cost estimating; construction document review; interaction with community members to communicate status and to address concerns; payment review and processing (to include all applicable documentation). This full-time position will serve as a City’s Representative in the field and report directly to the Assistant City Engineer in the Department of Transit and coordinate daily with the Civil Engineer III in the Department of Transit, or interact with other staff as needed.
