DRA-12047 - USA (Honolulu, Hawaii) - Law Enforcement Job Task Analysis Services - Deadline January 12,2027

(1) Vendor needs to provide law enforcement job task analysis services including performance objectives, proposed performance standards and passing levels, assessment recommendations, and curriculum recommendations to the government authority located in Honolulu, HI.– Collect Task and Duty Data from Participating Agencies• Distribute and conduct surveys reaching law enforcement personnel across ranks, job assignments, agencies, and islands.• Conduct direct field observation of law enforcement personnel performing their job assignments in every participating agency and on every island where a participating agency assigns personnel– Inventory and Analyze Existing Agency Training and Assessment Content• Inventory the existing training content used by the participating agencies, including curriculum, learning objectives, and lesson materials– Determine the Tasks Essential to Each Job Assignment• Determine, for each law enforcement job assignment, which of the identified tasks are essential to that assignment– Maintain Data Integrity, Confidentiality, and Traceability Throughout the Project• Document the analysis methodology, including the sampling approach, the analytic methods applied, and any limitations affecting the findings Implicit Bias Awareness: Training officers to recognize and mitigate unconscious biases in order to promote equity and build public trust.• Mental Health and Substance Abuse Response: Preparing officers to respond effectively to individuals experiencing behavioral health or substance–related crises.(2) A Virtual Pre–Proposal Conference will be held on November 16, 2026.(3) All question must be submitted no later than December 8, 2026.
