RFQ #FCARC-00208 - EMERGENCY ROCK STOCKPILE FOR FY 26/27 EL NIÑO.

The District is soliciting quotations for Minus 1 Inch Rock, 1-Ton Rock (Caltrans Specifications Class VIII), and 2-Ton Rock (Caltrans Specifications Class IX) as detailed in this RFQ. The District is preparing for the upcoming winter of 2026/2027 El Niño season. The Executive Department of the State of California has issued a Proclamation of a State of Emergency signed by Governor Gavin Newsom on September 21, 2026. The National Oceanic and Atmospheric Administration's National Weather Service Climate Prediction Center, in its August 13, 2026, diagnostic report, found that the El Niño event is strengthening, with a greater than 90 percent chance of a very strong event during Northern Hemisphere fall and winter of 2026–2027. The District has determined locations with previous flooding history to pre-position rock. Stockpile locations have been created that are in proximity to the areas that have had flooding issues in the past. Creating the stockpiles allows the District Maintenance staff access immediately during rain events and allows for early mitigation of areas showing signs of potential flooding.
