(1) Vendor needs to provide strategic planning facilitation services.– Initial meetings with the city manager and department directors to conduct an organizational assessment and review existing plans, policies, and prior planning documents.– Facilitation of at least one community or stakeholder engagement session to gather input from residents, businesses, and other community stakeholders. engagement may be conducted in person, online, or through a combination of both methods.– Facilitation of a strategic planning workshop with the city manager, department directors, and the city council.– Preparation of a draft Strategic Plan for City review and comment– Preparation of a final strategic plan, including an executive summary suitable for public distribution.– An implementation guide and monitoring framework with recommended performance measures and a suggested annual review process.– A presentation of the final plan to the city council at a regular or special meeting.(2) All the questions must be submitted no later than July 31, 2026.
