EXTRA-75784 - USA (Clinton, Connecticut) - Comprehensive Land Use Regulations Update Service - Deadline October 13,2026

(1) Vendor needs to provide comprehensive land use regulations update service to the government authority located in Clinton, CT. – Consulting services to assist the Planning and Zoning Commission in drafting a comprehensive update to its Zoning and Subdivision Regulations.– This process will be managed through the Planning Office, with oversight by the Planning and Zoning Commission.• A review of the 2025 Plan of Conservation and Development and recommendations for regulatory amendments to achieve the goals and objectives. • A review of the regulations for inconsistencies with the State of Connecticut General Statutes and relevant case law and recommendations to resolve these inconsistencies. • Resolution of conflicting standards, unclear language, and outdated uses and requirements within the current regulations. • Coordination of development and construction standards between the Zoning and Subdivision regulations. • A review of the permitted uses in all zones. • A review of definitions to update language as appropriate and add definitions where needed. • Evaluation of lot standards and dimensional requirements, with an assessment of opportunities to reduce widespread nonconformities and achieve desired development patterns. • Assessment of opportunities for amendments to support the Town’s vision and goals for the Downtown area. • Evaluation of design requirements and development of cohesive standards relating to building design, site amenities, landscaping, lighting, parking, and signage. • A review of standards related to open space, natural resource protection, resiliency, and hazard mitigation.• Assessment of requirements and goals related to housing development that addresses opportunities to diversify housing at all income levels at an appropriate scale• Review the efficacy of enforcement language. • Provide graphic–rich examples in the document to illustrate the application of the regulations. • Develop a user–friendly summary of permitting requirements and timeframes. • Complete updates to the Zoning Map as needed and deliver files for use in the Town’s Geographic Information System.
