(1) Vendor needs to provide curricula development management consulting services to ensure agency has the organizational capacity, learning capabilities, and management systems required to operationalize its training strategy in support of workforce readiness, safety, service excellence, and long–term organizational transformation including training, operations, maintenance of way, engineering, maintenance and construction, culture & social impact, human resources, system safety, and communications to the government authority located in Philadelphia, PA.1. Develop and deliver competency–based training curricula aligned with industry standards and organizational objectives.2. Design scalable learning pathways that address both foundational and advanced skill development across technical and operational disciplines.3. Provide end–to–end instructional design services, from needs assessment through evaluation and continuous improvement.4. Define the training delivery and operating model, including roles, governance, and launch.(2) A pre–proposal meeting will be held on July 31, 2026.(3) All question must be submitted no later than August 7, 2026.
