(1) Vendor needs to provide organics collection requirements feasibility study services to the government authority located in Kennewick, WA.– Review of existing laws to meet the requirements of the organics management laws.– Review of existing county facilities and recommendations regarding what is needed to meet those requirements.– Review and recommendation on whether or not the County meet the requirements for an exemption or waiver and preparation of necessary documentation to apply for said exemption and waiver.– As–Needed presentation at the board of county commissioners meeting with presentation materials.– Prepare written documentation of findings.
