(1) Vendor needs to provide industry cluster analysis Service to the government authority located in Commerce, CO.• The purpose of this study is to identify inter–related businesses, specialized workforce needs, and competitive advantages to inform actionable, data–driven business retention, expansion, and attraction strategies.• This project will support strategic planning efforts across economic development, land use, and workforce alignment.• The analysis will help the City identify targeted clusters and develop strategies that strengthen existing industries and attract new, high–impact sectors.– Quantitative Data Analysis• Cluster Mapping: Define and evaluate the region’s traded (export–driven) and local (population–serving) clusters using location quotients (LQs), employment multipliers, and shift–share analysis.• Gap Analysis: Analyze the existing supply chain and pinpoint missing links or dependencies within the clusters.• Occupational/Workforce Analysis: Evaluate labor supply and demand. Identify target skill sets, current educational attainment, and talent pipelines.• Peer City/Competitor Benchmarking: Compare the target region against similar geographic areas or designated agency nationally.– Qualitative Research• Stakeholder Engagement: Facilitate focus groups, interviews, and roundtables with key local business leaders, educators, and public officials.• SWOT/SOAR Analysis: Conduct Strengths, Weaknesses, Opportunities, and Threats (SWOT) or Strengths, Opportunities, Aspirations, and Results analysis for each target cluster.• Business Needs Identification: Discover specific pain points (e.g., real estate availability, utility capacities, broadband access) inhibiting business growth.
