(1) Vendor needs to provide financial planning and advisory services to the government authority located in Houston, TX.– provide qualified personnel and professional advisory services related to financial planning and analysis.– Financial planning and forecasting:– Assess the agency current financial planning and forecasting practices.– Develop a rolling thirteen (13)–week cash flow forecast.– Develop annual operating cash flow forecasts.– Long–range financial Modeling:– Develop integrated five–year and thirty–year financial planning models.– Incorporate operating revenues, tuition and fee revenue, enrolment assumptions, state appropriations, grants and contracts, auxiliary operations, operating expenditures, compensation, capital investments, debt obligations, liquidity, and other material financial assumptions, as applicable.– Budget and capital planning:– Evaluate current operating and capital budgeting practices.– Develop standardized operating budget request templates.– Financial planning framework:– Develop standardized financial planning methodologies and planning standards.(2) All the questions must be submitted no later than August 31, 2026.(3) The contract period will be for one year.
