BJA FY 2026 Bridging Immigration-Related Deficits Experienced Nationwide Program: Memphis Safe Initiative Invitation to Apply (City of Memphis)

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Bridging Immigration-Related Deficits Experienced Nationwide Program: Memphis Safe Initiative Invitation to Apply (City of Memphis). The Bridging Immigration-Related Deficits Experienced Nationwide (BIDEN) Reimbursement Fund, established by the One Big Beautiful Bill Act, Public Law 119-21, Title X, Subtitle A, Part II (codified at 34 U.S.C. § 61101), authorizes the Department of Justice to provide grants to eligible state and local governments for law enforcement activities related to aliens who have committed crime(s) under federal, state, or local law, in addition to being unlawfully present in the United States (hereafter referred to as “criminal illegal aliens”), as well as combating drug and human trafficking. This funding opportunity will support costs incurred by the Memphis Police Department (MPD) related to the purchase, maintenance, and related training of high-performance aircraft to support criminal apprehension and monitor high-risk operations. Additional use of funds includes the purchase of fusion center computer equipment and overtime expenses to strengthen information sharing and support crime suppression initiatives, including investigations with federal, state and local law enforcement partners. This investment provides the City of Memphis, and specifically MPD with the personnel, technology, and equipment necessary to effectively apprehend violent offenders, disrupt drug, human trafficking, gang and related criminal activity, and enhance public safety through coordinated, intelligence-led law enforcement operations.
