Specific Procurement Notice Invitation for Prequalification Country: Kingdom of Bhutan Name of Project: Accelerating Transport and Trade Connectivity in Eastern South Asia (Access) – Bhutan Project Contract Title: Construction of Gelephu-Tareythang Road and Bridges Loan No./Credit No./Grant No: IDA 77560 (Credit)/IDAE4310 (grant) Prequalification Reference No : ACCESS/DOST/WD-1, ACCESS/DOST/WD-2 and ACCESS/DOST/WD-3 1. The Royal Government of Bhutan has received financing from the World Bank toward the cost of the proposed Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS) – Bhutan Project , and intends to apply part of the proceeds toward payments under the contracts for ACCESS/DOST/WD-1, ACCESS/DOST/WD-2, and ACCESS/DOST/WD-3 for the Construction of Gelephu-Tareythang Road and Bridges. 2. The Department of Surface Transport (DoST), Ministry of Infrastructure and Transport (MoIT), Royal Government of Bhutan, intends to prequalify contractors for the following work packages under the Gelephu-Tareythang Road Project involving the construction of 12,600 m of roadway and major bridge structures. The project comprises five major bridges with bridge lengths varying from 320 m to 1020 m, including PSC I-Girder and Cast-in-Situ Balanced Cantilever superstructures. The longest structure is the Mau River Bridge with a total length of 1020 m. The project corridor starts from Gelephu Town and terminates at Tareythang. The contract packages are described below: i. Package I: Segment 1 to 5 (km 0.000 to km 3.868) Construction of a 4-lane carriageway including earthworks, pavement, drainage, slope protection works, and associated ancillary works. The package also includes construction of the following two major bridges: Gelephu Bridge – PSC I-Girder Bridge of span configuration (2 × 40 m); and Mau River Bridge – Cast-in-Situ Balanced Cantilever Bridge of span configuration (4 × 60 m) + 2(60 + 2 × 90 + 60) + (3 × 60 m), including associated structures and ancillary works. ii . Package II: Segment 5 to 8 (km 3.868 to km 8.453) Construction of a 2-lane carriageway including formation works, subgrade, pavement layers, cross-drainage structures, culverts, slope stabilization, and protection work. The package includes the following major bridges: Taklai River Bridge – PSC I-Girder Bridge of span configuration 2(3 × 50 m) + (4 × 50 m) + 2(3 × 50 m); and Langer River Bridge – Cast-in-Situ Balanced Cantilever Bridge of span configuration (60 + 3 × 90 + 60 m). iii. Package III: Segment 8 to 10 (km 8.453 to km 12.600) Construction of a 2-lane carriageway including earthworks, pavement, drainage, and protection work. The package includes construction of the following bridge structures: Singye River Bridge – Cast-in-Situ Balanced Cantilever Bridge of span configuration (60 + 3 × 90 + 60 m); and Tareythang Bridge at km 10.880 – PSC Girder Bridge of span configuration (4 × 50 m) + (1 × 30 m), including all associated civil, structural, and finishing works. It is expected that the Request for Bids (RFB) will be issued in October 2026. 3. Prequalification will be conducted in accordance with the procedures specified in the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Applicants as defined in the Procurement Regulations. 4. Interested eligible Applicants may obtain further information from the Department of Surface Transport, Ministry of Infrastructure and Transport, at the address provided below during office hours from 0900 to 1700 hours (Bhutan Standard Time, GMT +6:00). The Prequalification Document may be downloaded free of charge from the official website of the Department of Surface Transport, Ministry of Infrastructure and Transport, Royal Government of Bhutan. The document can be downloaded from https://moit.gov.bt/ from July 20, 2026. Applicants are encouraged to register their contact details to receive clarifications, addenda, and other updates, if any. The Employer shall not be responsible for any failure or delay in downloading the document due to internet connectivity issues, browser incompatibility, or other technical problems at the Applicant’s end. 5.
