Vendor needs to provide cost allocation, user and impact fees study services to provide professional services for the comprehensive review, analysis, and update of the city’s cost allocation plan, user fee schedule, traffic impact fees, and park impact fees to the government authority located in Arcadia, CA.1. Cost allocation plan:– Prepare a cost allocation plan to ensure that the city has a basis for applying comprehensive overhead rates and is accurately accounting for city department’s costs of providing various services.2. User fee study:– Conduct a comprehensive user fee study to evaluate the city’s existing fees and charges for municipal services.– The study should evaluate the full cost of providing services, assess current cost recovery levels, and develop updated, legally defensible fee structures that align with council policy direction, industry best practices, and the city’s long–term financial sustainability goals.– The study should clearly document the methodology used to calculate each fee and demonstrate that the recommended fee does not exceed the city's allowable cost of providing the applicable service, except where otherwise authorized by law.3. Traffic impact fee update:– Conduct a review and update of the city’s traffic impact fee to ensure that the fees remain up–to–date, legally defensible and proportionate to the impact of new development.4.
