NET-17213 - USA (Redding, California) - Supervisory Control and Data Acquisition Upgrade Consultant Services - Deadline October 15,2026

(1) Vendor needs to provide supervisory control and data acquisition upgrade consultant services to the government authority located in Redding, CA.– Provide consultant services for upgrading the existing Supervisory Control and Data Acquisition (SCADA) system and PLC hardware at the agency.– Provide professional services related to software procurement, development, testing, documentation, integration, remote access, and alarm notifications associated with a turnkey SCADA system.• Project management review and scheduling.• Procurement of SCADA package, remote access/notification system and hardware: Identify monitoringand notification needs, current conditions and capacities, and provide a final recommendation forthe required Ignition SCADA software, remote access, and SMS and Voice/Phone notificationpackages for the agency.• Installation: Install PLC’s and Onlogic Edge devices.– Install modems, firewalls, and connect all equipment, switches, cables and media converters, install all necessary software, applications, operating systems, virtual–ware and communication drivers.– The new SCADA system shall be installed parallel with existing SCADA, so there is no interruption in monitoring and control, unless written permission is given by the agency.• Integration: Provide all necessary management, design services, software development, installation and startup integration services.– Provide as–built documentation of all record plans and living operation and maintenance documents.• Training and testing: Test all functions (i.e. alarms/trends/set points/monthly report, etc.)• Technical support: Provide ongoing technical support for new SCADA system to agency staff and operators for 12 months, or up to 100 hours, on an as needed basis, starting after completion of the project.(2) All the questions must be submitted no later than September 29, 2026.(3) A mandatory pre–bid site walk will be held on September 24, 2026.
