(1) Vendor needs to provide civil service exams development service to the government authority located in McAllen, TX. – Develop and supply civil service exams for entry–level and promotional positions for agency’s Police and Fire departments.– Entry level exams will include the development and scoring of agency approved examinations for police officers and firefighters, study guides to support candidate preparation and a test administrator user’s manual with instructions to read to examinees. –  Promotional exam services will include the development of promotional exams for both police and fire, using the agency’s list of approved resources, providing the agency with an answer key and a test administrator user’s manual with instructions to read to examinees.• Entry level examinations:– Design and develop written entry–level examinations for police officer and firefighter candidates.– Make digital study guides available to candidates in preparation for the exam at least two weeks before the scheduled exam date.– Use two (2) decimal places for scores if the exam’s grading structure results in a decimal score instead of a whole number score.• Promotional examinations:– Design and develop separate, individual promotional exams for each rank of sergeant and lieutenant in the police department and for the ranks of driver, lieutenant, captain and deputy chief in the fire department, using the agency’s list of approved resources for each department and rank.–Ensure all exams comply with professional testing standards and Texas civil service laws, are reliable, defensible, valid, reasonable and minimize disparate outcome among candidates.– The examination questions must be taken from the sources posted.– The examination should consist of 100 questions and must be prepared and composed so that the grading of the examination can be promptly completed immediately after the examination is over.(2) The contract period will be for one year. (3) Pre–bid meeting will be held on August 6, 2026.
