(1) Vendor needs to provide cloud–based parking access and revenue control system. – Provide, install and support cloud–based parking management system services.– Provide a Parking Access and Revenue Control System (PARCS_ solution that is expandable, is fully functional for all operations in an online and offline capacity, and requires minimal to no additional development at the time of award.– Provide an industry–proven rear pre–capture License Plate Recognition (LPR) camera technology in all public entry and exit lanes to support a frictionless parking experience.– Provide a scan to pay technology solution with payment processing such that the PARCS accepts contactless and mobile payments and provides digital receipts.– Provide a fully integrated cellular handheld Point of Sale (POS) solution that provides mobile cashiering functionality to process all transaction types and accepts all payment options, including cash and validations, in the exit lane.– Provide ability to communicate with customers through high–definition voice audio Voice over Internet (VoIP) intercoms and pin–hole cameras at all entry and exit stations.– Provide a PARCS solution capable of daily scheduled replication/export of data via secure means as defined by the Owner.– Provide APIs to allow the Owner to integrate with related systems as defined herein.– Provide installation warranty and post–installation 24/7/365 support service plan.(2) All the questions must be submitted no later than September 9, 2026.(3) Pre–bid meeting will be held on August 28, 2026.
