Vendor needs to provide emergency medical services cost–sharing study and regional fire and emergency medical services planning to the government authority located in Littleton, NH. – To develop a comprehensive, equitable cost–sharing formula for transport Emergency Medical Services (EMS) and evaluate options for shared or merged fire and EMS operations among towns participating in the study.– The study will support sustainable regional service delivery through the agency planning grant. • Review existing fire and EMS service arrangements, municipal agreements, staffing, call volume, response coverage, budgets, EMS revenues, capital needs, and community demographics; identify service gaps and financial pressures. • Develop and compare EMS cost–sharing models using factors such as service readiness, call volume, population, property valuation, transport revenue, and capital costs. Recommend a formula and provide town–by–town financial impacts and an editable calculation tool. • Evaluate the current structure and alternatives for shared services, consolidated administration, and merged fire/EMS operations. Address governance, staffing, labor considerations, deployment, facilities, apparatus, finances, and implementation requirements. • Engage municipal officials, fire/EMS leadership, and other key stakeholders in all participating communities; document priorities, concerns, and areas of agreement. • Provide a draft report for review, a final report with prioritized recommendations, financial projections, and a phased implementation plan, and present findings at a joint municipal meeting by September 1st, 2027 for the 2028 budget season.
