REPUBLIC OF ANGOLA MINISTRY OF PLANNING ACCELERATING ECONOMIC DIVERSIFICATION AND JOB CREATION PROJECT Loan No.: IBRD-95270 Project ID: P178035 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Assignment Title: CONSULTING SERVICES FOR NEEDS ASSESSMENT, TECHNICAL SPECIFICATIONS, AND SUPPORT FOR THE DEVELOPMENT OF AN INTEGRATED BORDER INTELLIGENCE AND RISK MANAGEMENT SOLUTION Reference No . 98CS1/MINPLAN/26 The Government of Angola has received financing from the World Bank Group's International Bank for Reconstruction and Development (IBRD) toward the cost of the Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) and intends to apply part of the proceeds for consulting services for Needs Assessment, Technical Specifications, and Support for the Development of an Integrated Border Intelligence and Risk Management Solution . Consulting Services (“the Services”) aim to provide technical support to the Coordinated Border Management Committee (CGCF) in all phases prior to and during the development of an Integrated Border Intelligence and Risk Management Solution. The role of the consulting firm includes: Identifying the functional and operational needs at the borders, mapping and reviewing existing processes, and inventorying technological systems in use; Developing the functional and technical architecture of the solution, defining interoperability requirements, creating a data dictionary and data model, and estimating the development and implementation costs; Assisting in the preparation of the bidding documents for the selection of the technology development company and issuing a substantiated technical opinion on the recommended proposal; Technically supervising the development of the solution by the contracted company, verifying compliance with the approved technical specifications, validating deliverables and progress reports, and supporting the testing and implementation at border points; Evaluating the national legal and regulatory framework relevant to the implementation of the solution, identifying gaps, and providing advice and support to the CGCF to address them; Preparing detailed technical specifications for the core module of the solution, covering general principles, the complete risk management cycle, the risk management engine, the alert system, intelligence governance and human review, auditing, monitoring and performance, and the incorporation of artificial intelligence. The expected duration of the consultancy contract will be twenty-four (24) months. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: A minimum of 7 years of proven experience in process reengineering and/or IT systems specification projects; Demonstrable experience in projects related to border management, customs, immigration, or public safety; Preference given to companies with MININT pre-approval to handle confidential government data; PMP (Project Management Professional) certification, which validates project management skills; ITIL Service Strategy Certification, which demonstrates skills in IT service strategy; TOGAF® Certification Program, which demonstrates expertise in the development and implementation of enterprise architecture, essential for ensuring data integration and efficiency in the integration of complex systems; Must be formally registered with the APD, ensuring compliance with current regulations regarding data protection and privacy; Preference will be given to companies that hold the “Made in Angola” seal in the areas of telecommunications and/or information systems, in accordance with Presidential Decree No. 213/23, which establishes the Legal Framework for Incentives to Domestic Production; Must be duly registered with the National Institute for the Promotion of the Information Society (INFOSI), ensuring that it operates in accordance with national guidelines for technological development; Submit a certificate of tax compliance, proving its good standing with the tax authorities and ensuring its suitability to perform the contract. Demonstrate institutional, technical, and reputational suitability consistent with national security projects and the management of sensitive information; Ensure that its key employees involved in the project undergo background checks, in accordance with applicable law; Comply with any additional guidelines, restrictions, or requirements established by MININT regarding the protection of national security Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised in September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
