KDI ønsker å kjøpe institusjonsplasser som vil være egnet til gjennomføring av hele eller deler av en ubetinget fengselsstraff med hjemmel i straffegjennomføringsloven § 12 ved at de tilbyr bo- og arbeidstrening, attføring eller andre tiltak som er nødvendig for den domfeltes rehabilitering og som kriminalomsorgen selv ikke har muligheten til å tilby. Institusjonen må ha et døgntilbud.
