(1) Vendor needs to provide public education campaign service for residential recycling. – Develop and execute a public education campaign focused on recycling behavior change to increase and improve material quality in the recycling stream.– The selected partner will provide end–to–end services including strategic planning, the development of English and Spanish creative assets (including video), the execution of a targeted media planning and buying strategy, campaign management/optimization, and performance reporting/reconciliation.– The campaign will emphasize simple, clear actions that increase residential recycling participation and reduce contamination (including, but not limited to, food soiled materials, plastic films, bagged recyclables, and tanglers).– Develop a recommended campaign plan for 2–3–month run, including proposed channel mix, flighting, estimated reach/frequency (as applicable), and an itemized cost proposal.–Produce and deliver final creative assets for all approved channels (English and Spanish) following accessibility best practices.– Provide an end–of–campaign report (and presentation if requested) summarizing results, learning, and recommendations.(2) All the questions must be submitted no later than September 22, 2026.(3) Pre–bid meeting will be held on September 17, 2026.
