(1) Vendor needs to provide municipal advisor services to the government authority located in Rifle, CO.– Independent municipal advisory services:– Provide written material–conflict disclosures and required relationship documentation, and update them as required.– Background review and financial modeling:– Review available budgets, financial statements, capital plans, revenue projections, cash–flow information, debt schedules, and financial policies.– Capital funding and financing strategies:– Evaluate reasonably available alternatives, including pay–as–you–go funding, use of reserves, interfund financing where appropriate, grants, partner contributions, governmental loan programs, direct bank loans, general obligation bonds, revenue bonds, and certificates of participation.– Debt issuance and transaction support:– When separately authorized, recommend a financing schedule, structure, and method of sale.– Debt management and refinancing analysis:– Review existing obligations, as applicable; maintain a debt inventory or manual in a format acceptable to the City; and evaluate refinancing, restructuring, or early–retirement opportunities.(2) All the questions must be submitted no later than October 27, 2026.(3) The contract period will be for one year.
