(1) Vendor needs to provide strategic planning consultant service. – Perform a review of all the current Strategic Planning materials, including:o Timelineo Feedback from focus groups with the library communityo Data from staff focus groupo Data from Commissioners’ focus groupo Survey resultso Initial compilation of data that was completed by staff• Outline and draft an overarching strategy based on these findings, that the agency can use as a basis for long term goal setting;• Outline and draft a Strategic Plan document that builds on these findings and incorporates input from stakeholders, including specific actions that need to be completed;• Draft Implementation Plan for Year 1 of the 5–year time frame;• Develop specific deliverables to meet the goals of the project and manage teams (if any) to complete key deliverables, in coordination with all stakeholders– Prepare annotated draft Strategy(2) All the questions must be submitted no later than July 27, 2026.
