The Chinese Government has received a loan from the World Bank toward the cost of the Sustainable Ecosystem Restoration and Biodiversity Conservation Project and it intends to apply part of the proceeds of this loan from the World Bank to payments under the Contract for Longmen Wetland Conservation and Restoration Project in Hejin City (Contract No.: SXHJ-C02). 2.The China Capital Tendering Co., Ltd. (the "Procurement Agent") entrusted by Hejin City Forestry Bureau (the "Employer"), now invites sealed bids from all eligible and qualified bidders for Longmen Wetland Conservation and Restoration Project in Hejin City, the main scope of which includes ecological revetment construction, key bird foraging ground construction, road renovation, wooden boardwalks, water system stepping stones, birdwatching pavilions, wetland management and monitoring stations, field observation stations for wetland birds, interpretive signages and guide boards, water quality monitoring points, environmental factor monitoring points, interpretive education corridors, greening and other related works. The construction period for all aforementioned works shall be 9 months, the maintenance period for the greening works within the above scope shall be 24 months (commencing on the date of satisfactory completion acceptance). 3. This bidding will be conducted in accordance with the National Competitive Bidding procedures. It is open to all eligible bidders as defined in the Procurement Regulations for IPF Borrowers of the World Bank. 4. Interested eligible bidders may obtain further information from the address specified in this Invitation for Bids and inspect the Bidding Documents at the address given below from 16:00 on July 20, 2026 to 17:00 on August 31, 2026. 5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB Clause 4 of the Bidding Documents. All bidders found to have a conflict of interest shall be disqualified. 6. Qualifications requirements include: (a) Submission of audited financial statements or, if not required by the law of the bidder’s country, other financial statements for the last THREE [3] years (2023-2025) to demonstrate the current soundness of the bidder’s financial position and its prospective long-term profitability. In case a Bidder submits unaudited financial statements, the bidder must submit evidence that it is not required by law in the Bidder’s country to prepare audited financial statements. As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years should be positive. (b) Minimum average annual turnover of CNY 83,000,000.00 calculated as total certified payments received for contracts in progress or completed, within the last THREE (3) years (2023-2025). (c) The bidder must demonstrate that it has the financial resources (such as liquid assets, line of credit and other sources of financing, excluding contract advance payment) to meet: the following cash flow requirement of CNY 8,300,000.00, and Total cash flow requirement for the implementation of this Contract and other ongoing projects. (d) Experience under contracts in the role of contractor or subcontractor for at least the last FIVE [5] years prior to the bid submission deadline. (e) For domestic bidders or the domestic bidders forming joint ventures with foreign bidders: Shall be legally registered within the People's Republic of China, with independent legal person status, have Grade II or higher General Contractor Qualification for Municipal Public Works, and have a valid safety production license. Foreign bidders must hold similar licenses or documents issued by the competent government authorities of their respective countries. (f) Participation as contractor or subcontractor, in at least TWO (2) wetland works contracts within the last FIVE (5) years (From January 1, 2021 to the bid submission deadline, the date of signing the contract shall prevail), each with a value of at least CNY 19,500,000.00. These contracts shall have been completed and shall be similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI.
