EXTRA-77131 - USA (Banning, California) - Potential Tax Measure Evaluation Consulting Services - Deadline October 19,2026

(1) Vendor needs to provide potential tax measure evaluation consulting services to the government authority located in Banning, CA.– Project Initiation, Election Timing, and Legal Feasibility • Conduct a kick–off meeting with the Finance Director, City Manager's Office, City Attorney, and City Clerk to confirm goals, roles, decision points, and communication protocols. • Confirm with the agency Registrar of Voters the election calendar, estimated County election–service costs and deposit requirements, and consolidation options for the selected date. • Prepare a detailed critical–path calendar working backward from the recommended election date, mapping every statutory deadline (resolution of intent, ordinance readings, resolution calling the election, tax rate statement, impartial analysis, and argument/rebuttal windows) to a calendar date. – Community and Voter Research• Test candidate messaging and, if warranted by initial results, conduct a follow–up or tracking survey closer to the filing deadline. • Conduct stakeholder interviews and/or focus groups with community organizations, business groups, and other opinion leaders identified in coordination with the city. – Tax Structure, Revenue, and Economic Analysis• Prepare a comparative analysis of transactions and use tax rates and structures — general versus special tax, sunset clause versus permanent, and general–purpose versus a general tax paired with a non–binding advisory expenditure measure — used by comparable Riverside County and Inland Empire jurisdictions. • Deliver a rate and structure recommendation memorandum to the City Manager and City Council. • Election Night, Canvass, and Certification Support• Implementation and Post–Election Support(2) The contract period will be for one year.(3) All the questions must be submitted no later than October 8, 2026.
