(1) Vendor needs to provide AI–based IVR solution.– a comprehensive, enterprise–grade Artificial Intelligence (AI) platform that unifies resident–facing and staff–facing services, modernizes the City’s Interactive Voice Response (IVR) capabilities, and provide secure, consistent, and multilingual access to City information across all channels– This platform will support conversational voice AI, voice, web chat, agent chat, short message service (SMS), channels document–grounded reasoning, and deep integration with existing City systems – AI–driven voice and web services for resident engagement– Citywide IVR modernization– Staff–facing AI support for permitting, zoning, and development services workflows.– Inconsistent responses across channels– Limited multilingual support– Lack of direct integration with existing City systems such as Cisco IVR, Microsoft 365, and Accela– Microsoft 365 environment (Power BI reporting)– Accela permitting system– Voice (integrated into City’s Cisco on–prem IVR)– Web chat (embedded on the city website)– 24/7 service availability– GIS–integrated address and parcel lookup tool.(2) All question must be submitted no later than September 8, 2026.
