(1) Vendor needs to provide crisis responder–behavioral health specialist services shall perform services that align with E911 operations, call–taking workflows to the government authority located in Lexington, KY.– provide an integrated crisis responder resource within the 911 communications center– provider will support telecommunicators in real time by assisting with behavioral health triage, caller engagement, de–escalation, care coordination, and appropriate routing of crisis calls1. Integration with E911 Call–Taking and Dispatch Operations• Work within the E911 communications center as an embedded behavioral health resource for call takers, dispatchers, and supervisors.• Receive transferred calls from individuals in crisis when identified by E911 personnel and when transfer is consistent with established protocols.2. Behavioral Health Triage, De–escalation, and Caller Support• Assess caller needs during behavioral health–related calls and provide real–time de–escalation support.• Engage callers earlier in the emergency response process, before public safety units arrive on scene when possible.3. Process Development and Continuous Improvement• Maintain guidelines for the crisis responder role within the communications center.4. Training and Staff Support – Support a communications–center culture that improves confidence, consistency, and effectiveness in behavioral health crisis call handling5. Coordination, Referral, and Resource Linkage• Coordinate with public safety field units, crisis co–response resources, community behavioral health stakeholders, and other appropriate partners.• Facilitate linkage to community–based mental health services when appropriate and consistent with program guidelines.6. Data Collection, Reporting, and Evaluation Support• Track the number of calls handled by the behavioral health professional.• Track dispositions of calls, including calls resulting in dispatch and dispositions of dispatched calls.(2) All question must be submitted no later than August 18, 2026.
