MRB-55046 - USA (Rhode Island) - Strategic Plan Development Service for Homeless Response - Deadline June 26,2026

(1) Vendor needs to provide strategic plan development service for homeless response. – Lead a statewide, stakeholder–driven process to organize, draft, and deliver a comprehensive strategic plan to address homelessness.– The final plan must align with state statutory responsibilities and federal strategic guidance and include measurable implementation steps and reporting commitments.– Project initiation & workplan• Finalize a detailed workplan, timeline with milestones, and stakeholder engagement strategy.– Statutory and systems review• Review relevant Rhode Island statutes, regulations, previous strategic document, Consolidated Plan(s), CoC plans, and existing program data.• Assess current system capacity and data sources Provide a summary of findings and gap analysis.– Data analysis• Analyze Point–in–Time (PIT) counts, outputs, By–Name List(s), shelter utilization, exit destinations, length of homelessness, inflow/outflow trends, and racial/ethnic data.• Provide clear, visual data products (charts, maps, dashboards) that support recommendations.– Drafting, resource planning & alignment with national best practices• Produce a draft plan with evidence–based approaches (Housing First, rapid re–housing, permanent supportive housing, housing problem solving). Include federal and state funding suggestions and resources available to states. Include data obtained during analysis, national best practices from experience in other states, and data to support recommendations.– Technical assistance & reporting templates• Provide a recommendation for progress reports to internal and external stakeholders, from detailed to high level reports that the agency can leverage as the plan is implemented.(2) All the questions must be submitted no later than June 15, 2026.
