(1) Vendor needs to provide conservation and development plan update services to the government authority located in Hartford, CT.– Consultants/firms shall have extensive experience and knowledge in the fields of municipal planning and zoning including, but not limited to, land use, transportation, housing, infrastructure, basic human needs, economic, clean energy, and environmental stewardship and development trends.– Land Use Planning– Economic Development Trends and Market Analysis– Environmental and Conservation Policy Planning– Community Engagement and Equity Planning– Population and Demographics Analysis/Projections– Planning for Future Housing Mandates– Planning and Public Health– Planning for Resiliency and Sustainability– Protection and Preservation of Agriculture and Open Space– Food Resource Planning– Historic Preservation– Traffic and Transportation Planning– Geographic Information Systems (GIS)– Future Facility Needs– Public Participation Process– Develop and lead a program of community engagement throughout the update process. Create an engagement plan that includes diverse and Innova Eve communicant techniques and indemnifies and includes underrepresented members of the community.– Database Update and Assessment– Update relevant socio–economic data using 2020 US Census information, including but not limited to, demographic, population, economic, labor/employment, income, housing and similar data.– Create data for use in the City’s Geographic Information System (GIS), including current and future land use data. In addition to printed copies of the adopted plan, all mapping data shall be provided to the City for use within the City’s GIS system. Coordinate with the City Planner and the City’s GIS System, Engineering and IT departments will be required. Generated maps shall also be provided in PDF format.(2) All question must be submitted no later than September 21, 2026.
