– Vendor needs to provide program development and implementation service to the government authority located in Portland, OR. – Provide develop, implement, and support the administration of a Job Order Contract (JOC) program.– Develop and maintain a Catalog or Unit Price Book (UPB) that contains individual construct in tasks for all aspects for general conditions, maintenance, repair and construction of facilities, roads, parking lots, and other construction–related components for public infrastructure and public works projects.– Provide training and on–call support before implementation and during the administration of the JOC Program to City personnel and contractors on the Program itself, as well as implementation and use.– All recommendations are to be in accordance with industry best practices.
