(1) Vendor needs to provide professional consulting services to the government authority located in Ontario, CA.• The Community Risk Assessment shall identify, analyze, and evaluate community hazards, vulnerabilities, service demands, demographic trends, and current mitigation capabilities.• The assessment will establish a data–driven foundation for community risk reduction initiatives, deployment planning, resource allocation, accreditation efforts, strategic decision–making, and future organizational planning.• The study shall establish credible baseline response performance measures and provide data–driven recommendations regarding deployment strategies, staffing models, station locations, apparatus distribution, service–level objectives, and operational effectiveness.• The consultant shall also develop and implement an integrated performance management framework that leverages data analytics, predictive modeling, accreditation benchmarks, and ISO optimization principles to enhance service delivery, resource allocation, organizational accountability, and continuous performance improvement.• The assessment will identify and evaluate risks within the community, assess current mitigation capabilities, and establish a data–driven foundation for future planning, deployment, community risk reduction initiatives, accreditation efforts, Standards of Cover development, and strategic decision–making.– Community Profile Analysis• Review demographic and population trends.• Analyze economic and development forecasts.• Evaluate land use, occupancy classifications, and growth patterns.• Assess critical infrastructure and special hazard locations.– Incident and Service Demand Analysis• Review five years of incident response data.• Analyze emergency and non–emergency service demand.• Evaluate incident frequency, distribution, and trends.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 8, 2026.
