(1) Vendor needs to provide neighborhood revitalization strategy area consulting services. • Provide financial feasibility, underwriting, and subsidy layering analyses. • Identify risks and recommend financing strategies. • Prepare, review, and submit all required Section 108 application materials. • Assist with public hearing and citizen participation requirements, as applicable. • Assist the City in responding to HUD comments and requests for additional information.• Reviewing project eligibility and environmental documentation. • Assisting with completion of the environmental review record.• Conducting demographic, housing, economic, and market analyses. • Identifying neighborhood strengths, challenges, and investment opportunities. • Facilitating stakeholder and community engagement, as appropriate.(2) All the questions must be submitted no later than Aug 6, 2026.
