Homeless Outreach Services

The County of San Mateo Human Services Agency (“HSA") seeks responses from qualified agencies who can provide Homeless Outreach Services (also known as Homeless Outreach Team “HOT” services) in San Mateo County. The target population for outreach services are homeless people who are unsheltered in San Mateo County (living outdoors, in vehicles, in encampments, or other places not meant for human habitation), including unsheltered homeless adults, families, and youth, with an emphasis on unsheltered people who are not connected to services and have long lengths of homelessness and significant needs. People being served by these services may have disabilities, little to no income, evictions, criminal convictions, alcohol and/or other substance use issues, mental and physical health challenges, and other barriers to re-entering and maintaining housing. This RFP is planned to be used to select and contract with one or more agencies to provide homeless outreach services beginning on January 1, 2025, and this RFP may be utilized as well for other outreach services as funding allows. HSA intends to award two-year-and-six-month contract(s) to one or more qualified proposer(s). The anticipated start date is January 1, 2025. The County shall have the option to extend the term of the contract(s) for up to an additional two years. HSA will not guarantee any minimum utilization or expenditures with any provider during the proposed period.
