RFQ/Arbitrage Rebate Computation & Opinion Services

The City of Chattanooga issues tax exempt debt which is subject to the arbitrage provisions of the Tax Reform Act of 1986, as amended. The Consultant shall establish a program to ensure the City is following all arbitrage rebate requirements contained in the Internal Revenue Code and related Treasury Regulations. The City requires professional services for calculating the yields on its debt, amounts of rebate and amounts of spend-down penalty, and legally opining on such computations as well as any related requirements related to post issuance compliance.
