(1) Vendor needs to provide cloud–based background investigation management system.• The solution shall digitize forms, automate workflows, and centralize applicant records.• Investigations are currently managed through a largely manual process involving paper–based packets, email exchanges with candidates, spreadsheets used to collect and track information, and documents stored locally, across various systems.– This approach:• Slows hiring for critical public safety roles due to labour–intensive workflow.• Reduces transparency in terms of work status, progress, and bottlenecks.• Makes it difficult to audit for compliance with internal policies and regulatory requirements.• Complicates secure handling, storage, and retention of sensitive PII and law–enforcement sensitiveData.• Support secure communications with candidates and references, including email and SMS–basednotifications with secure links and/or portals.• Provide an automated, end–to–end workflow for public safety background investigations(candidate questionnaires, document collection, reference checks, investigator findings, andrecommendations).• Maintain a complete, auditable record of each investigation (timestamps, user actions, versionhistory, status changes).• Integrate or exchange data with third–party services (e.g., criminal history checks, credit reporting,open–source intelligence) as needed.• Provide customizable reporting and analytics to support oversight, compliance, and processimprovement.– Types of Background Checks and Verifications Required– The system must support the following categories of background investigation activity, each configurable to agency policy and applicable employment classification (sworn, civilian, safety–sensitive, executive). – The vendor shall provide native or integrated capability for each category:• Criminal history checks.• Driving record (Motor Vehicle Record / MVR) verification.• Employment history verification covering current and prior employers, with documented date ranges and position confirmations.• Education and credential verification (degrees, certifications, professional licenses).• Reference checks (personal and professional), with structured questionnaires and documented outcomes.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 10, 2026.
