(1) Vendor needs to provide auctioneer services to the government authority located in Norfolk, VA.– Provide comprehensive online auctioneer services for the disposition of surplus property, abandoned property, vehicles, equipment, lost and found items, confiscated property, and other assets deemed surplus or no longer required for Authority operations.– Auction Planning and Administration– Photography, Cataloging and Asset Listings– Online Auction Platform Requirements– Online auction platform capable of:– Secure bidder registration and authentication.– Fraud detection and prevention measures.– Credit card validation of bidders.– Prevention of duplicate registrations.– Identification and exclusion of non–paying bidders.– Real–time online bidding.– Mobile device compatibility.– Marketing and Advertising– Customer Service and Bidder Communications– Payment Collection and Financial Management(2) All questions must be submitted no later than September 18, 2026.(3) The contract period will be for one year.
