Vendor needs to provide housing and energy department construction management service to the government authority located in Lowell, MA. – Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing home rehabilitation services and lead abatement activities; implement policies and procedures. – Determine scope of rehabilitation work to be completed on homes; conduct physical inspections; prepare work documentation and estimate rehabilitation costs.– Interview prospective clients; determine client eligibility for home rehabilitation program; prepare all loan documents for homeowner signature – Provide applicant assistance with the bidding process including obtaining bids from contractors; evaluate bids. – Organize, schedule and implement home rehabilitation activities and other related programs. – Maintain records and develop reports concerning new or ongoing projects and program effectiveness; maintain and file progress reports; prepare statistical reports as required. – Monitor and inspect construction work progress on home rehabilitation repairs; conduct physical inspections; interact with code enforcement, building and safety and other departments to resolve issues.– Stay apprised of government guidelines and changes to laws, rules, and regulations; monitor program compliance related to provision of home rehabilitation and related services. – Works with Housing Program Manager to develop and implement goals and long term work programs– Review schematic design documents, and other construction documents, and recommend changes to the Housing Program Manager as to value engineering, constructability, suitability of materials and equipment, scheduling, phasing, time, methods and sequence of construction, and the clarity, consistency and coordination of the contents of all documentation. – Participate in Project meetings.
