(1) Vendor needs to provide flood resiliency training service to the government authority located in Montpelier, VT. – Develop plain–language education and outreach training modules around flood hazards as well as host the publicly available content.– The development of the training modules will involve technical content creation for each topic, including engaging videos or other media that incorporate learning checks.• The development of 10–15 training modules:– 5–15 minutes each– Organized around high–level topics for the general public and local municipal officials. – The role that municipalities play in the protection of public safety and river system functions.– Benefits of naturally functioning floodplains and river corridors.– Consideration of environmental justice and equity in floodplain management approaches.• Module topics organized for different audiences may include the following:– Basic floodplain and river corridor concepts, such as what a river corridor and an inundation floodplain is, how they differ, and the hazards associated with each standard river management principles and practices basics, such as impacts to channel stability due to dredging, the impacts of channel armoring and where to use it, flood water storage on the floodplain, etc.– Designing floodplain and river corridors projects.– Flood insurance basics.• Online modules and trainings will need to be hosted on a platform that would allow the agency to identify limited information about the municipalities accessing the trainings and may allow registered users to track their own progress.• Agency seeks to have the content available either directly on or through a link found on the agency’s existing flood training website.(2) All the questions must be submitted no later than September 28, 2026. (3) The contract period will be for two years.
