(1) Vendor needs to provide specimen collection service to the government authority located in Douglasville, GA. – Contracted Specimen Collection Provider supporting Accountability Court participants through drug and alcohol testing services.– Services shall support court–ordered compliance monitoring for treatment courts, diversion courts, and other accountability court programs operated under the Superior and State Courts.– The Specimen Collection Provider shall provide professional, secure, timely, and legally defensible collection services consistent with court policies, chain–of–custody standards, and applicable state and federal regulations.– Collect biological specimens including:• Urine• Oral fluid/saliva• Breath alcohol• Sweat patch (if requested)• Hair follicle specimens (if requested)– Random Testing Administration• Maintain participant testing schedules• Support random call–in or notification systems• Coordinate same–day testing requirements• Document participant compliance and noncompliance• Notify court personnel of missed or refused tests– Chain of Custody and Documentation• Maintain accurate collection records• Ensure legally defensible chain–of–custody procedures• Label and secure all specimens– Laboratory Coordination• Coordinate transport and delivery to certified testing laboratories.• Ensure specimen integrity during transport.• Track and reconcile submitted specimens.(2) All the questions must be submitted no later than July 7, 2026.
