(1) Vendor needs to provide login database system. – The data generated by these monitoring efforts feed into agency Environmental Monitoring Database, an Oracle–based database intended to serve as a repository for environmental monitoring data.– monitoring programs collecting water quality samples use the agency sample tracking system, a Microsoft Access login database, to generate unique sample IDs, list the parameters that need to be analyzed, and track the samples from receipt to Environmental Monitoring Database import– The agency plans to replace the current Microsoft Access login database with a modern Laboratory Information Management Services (LIMS) platform that expands upon the current database’s capabilities while retaining core functionalities.– Data housed in the Environmental Monitoring Database becomes available for reports, data queries, water quality assessments, Total Maximum Daily Loads and export to external databases such as to the United States Environmental Protection Agency’s Water Quality Portal. – The current login system is not equipped to transfer biological or continuous/profile data to the Environmental Monitoring Database, does not contain all fields required for a record to be considered complete, and does not link to Environmental Monitoring Database picklists.– The system will be capable of documenting, tracking, and retaining multiple data types throughout standard laboratory procedures (i.e. sample receipt, analysis, data entry, quality control, finalization) and automatically flowing completed records to the Environmental Monitoring Database.(2) A pre–bid meeting will be held on October 5, 2026.(3) All questions must be submitted no later than October 9, 2026.(4) The contract period will be five years.
