(1) Vendor needs to provide feasibility study develop and manage services to the government authority located in St. Louis, MO.– Serve as its procurement advisor and representative for the development and administration– Conduct a kickoff meeting with agency, County representatives, other parties deem essential in planning this process; review available prior studies, site information, project assumptions, and relevant market materials. Identify information gaps, limitations, and necessary third–party expertise.– Prepare an RFP suitable for review and approval, including background, scope, deliverables, required methods, proposer qualifications, schedule, fee proposal format, evaluation criteria, interview process, and proposed performance requirements.– Market demand and competitive position– Site suitability and facility alternatives– Development costs and financial feasibility– Tourism alignment(2) All questions must be submitted no later than October 28, 2026.
