(1) Vendor needs to provide software systems development, maintenance and support services.– Providing a full range of high–quality systems development, maintenance, and support services; enterprise resource planning; customer relationship management; and content management system services.– Using current, supported project and product–management platforms approved by South Coast AQMD, which may include Microsoft Planner, Project, Azure DevOps, SharePoint, Teams, Git–based repositories, and successor technologies.– Evaluate build vs. buy, configure, integrate, automate, cloud–host, and AI–enabled solution alternatives, including total cost of ownership, data readiness, cybersecurity, privacy, accessibility, records retention, vendor lock–in, interoperability, and operational supportability.– Provide planning, analysis, design, coding, testing, debugging, documentation and support for all assigned tasks.– Design and develop secure, accessible, API–first, modular, and cloud–ready solutions using supported technology versions and open standards where appropriate.– Provide functional and technical support for the configuration, customization, upgrade, implementation, and ongoing support of South Coast AQMD's enterprise platform products, including PeopleSoft (ERP/PeopleTools), Sitefinity (Content Management System), Esri ArcGIS (Geographic Information Systems), and OnBase (Document Management System), including their respective modules and services(2) The contract period will be for One year.(3) Pre–bid meeting will be held on October 21, 2026.
