(1) Vendor needs to provide GIS–based planning, participatory assessment, and community consultancy services to the government authority located in Libya. • Undertake GPS field surveys to map existing waste management infrastructure and services, including waste bins, collection points, illegal dumping sites, landfill facilities, transfer points, and collection routes.• Prepare GIS–based maps showing waste generation hotspots, illegal dumping locations, service coverage, underserved areas, and proposed waste collection points.• Community Assessment, GIS Survey, and Waste Assessment Report.• Draft Community–Based Solid Waste Management (SWM) Plan.• Community Awareness and Communication Strategy.• Final Community–Based Solid Waste Management Plan and Final Report.• Complete GIS database and geospatial datasets, digital maps, survey datasets, and all supporting technical documentation.
