(1) Vendor needs to provide waste management strategic planning services.• The Strategic Plan (Plan) will guide the waste management division operations, inform policy direction, strengthen community engagement, and ensure accountability and transparency.• Provide expertise in strategic planning, stakeholder engagement, organizational development, communications strategy, and financial planning.• This research is to better understand people’s perspectives, needs, concerns, motivations, and barriers related to participation in recycling and composting, as well as their ideas for improving curbside collection services and the associated education and outreach efforts.• The consultant will lead audience research design, methodology, data collection, analysis, tool development and will make recommendations to ensure the information is representativeof the community.• Executive County leadership• The consultant will synthesize findings including summarize solid–waste related activities performed by other departments/divisions, identify cross–departmental opportunities, constraints, ideas for program growth, and other strategic considerations.• Waste Management Division retreat summaries and design and facilitate one half day, in–person strategic planning workshop with Division staff.• The plan will be visually compelling, incorporating strong graphic design, tables, narrative storytelling, And accessible data visualization.• The consultant will develop an external communications and public engagement strategy, develop tools and templates for annual progress reporting, as well as an accountability and performance tracking framework to support transparency and stakeholder participation throughout implementation of the final Strategic Plan.(2) All questions must be submitted no later than September 18, 2026.
