EXTRA-77098 - USA (Oakland, California) - Professional Transportation Safety Planning Services - Budget - Up to 300,000 USD - Deadline November 16,2026

(1) Vendor needs to provide professional transportation safety planning services to the government authority located in Oakland, CA.• The selected Consultant will be responsible for all necessary data collection and analysis, coordination with County staff and stakeholders, public outreach, development of recommendations and implementation strategies, preparation of draft and final plans.• Analyze available crash, roadway, traffic, and other relevant safety data to identify locations, roadway characteristics, user groups, and other factors associated with transportation safety concerns.• Identify safety needs and areas of emphasis throughout agn, including consideration of motorists, pedestrians, bicyclists, agricultural users, transit users, and other roadway users.• Incorporate input from local jurisdictions, public agencies, emergency responders, transportation stakeholders, community members, and other affected parties.• Identify and evaluate proven safety countermeasures and strategies appropriate for the County's rural and small–community environment.• Develop a prioritized list of potential safety projects, programs, policies, and other actions.• Establish practical implementation strategies, including potential funding sources, responsible agencies, priorities, and potential timeframes.• Provide a framework that can be used by the County and its partner agencies to pursue future transportation safety improvements and funding opportunities.• Develop a toolbox of appropriate, proven safety countermeasures and strategies.• Identify potential safety projects and improvements and establish a methodology for prioritizing those projects.• Collision and crash history, including fatal and serious–injury crashes.• Crash type, severity, location, contributing factors, and roadway characteristics.• Traffic volumes, vehicle mix, and other available traffic information.• Roadway geometry and characteristics.• Speed–related safety concerns.• Pedestrian, bicycle, and other vulnerable road user conditions.• Agricultural and farm–to–market transportation activities.• School and transit–related safety considerations.• Bridge and intersection safety conditions.(2) The contract period will be for one year.(3) All the questions must be submitted no later than October 19, 2026.
