(1) Vendor needs to provide time home buyer loans administration services to the government authority located in California.• Consultant to administer first time home buyer loans on behalf of the city.• The consultant will manage the entire cycle of this program including marketing and outreach, inquiries, the lottery, eligibility assessments, loan processing, close of escrow, and reporting.• Provide marketing and outreach to ensure that residents know about the Down Payment Assistance Program.• Consultant will hold a randomized lottery which will be the basis for the order of which households are selected.• Loan Origination, Processing, Underwriting, Close of Escrow – Once prospective owner is in–contract/in–escrow, consultant will underwrite each file submitted verifying throughout the in–contract period the prospective owner remains qualified for a loan and is still meeting program guidelines.• Consultant processing and underwriting will issue conditional program approval letter when determined borrower meets all qualification requirements for housing affordability, debt to income ratios minimum borrower contributions and all other specified program criteria based also on the contractual agreement of the property being purchased and agreed upon sales price.• Consultant will monitor and report any program income received from the repayment of the loans and earned interest will be used to issue additional Down Payment Assistance loans.(2) All questions must be submitted no later than September 2, 2026.(3) A pre–bid meeting will be held on August 26, 2026.
