(1) Vendor needs to provide organizational analytics platform. – Provide periodic, point–in–time review of position structure, staffing levels, management spans, organizational layers, and administrative efficiency.– Immediate priorities are clear position dashboards, spans–and–layers analysis, and flexible analysis by organizational unit and other agency–provided dimensions. The Platform is intended for management and planning, rather than real–time operations.– The System shall be able to use the position and organizational fields needed for the core analyses, including identifiers, position and job information, organizational unit and reporting relationships, position FTE, filled/vacant status, compensation amounts when provided, and other agency–selected descriptive fields.– The System shall calculate organizational layers or depth for positions and organizational units based on the hierarchy represented in the agency–provided file.– The System shall provide interactive organizational or hierarchy views that make reporting relationships and organizational structure easy to understand.– The System shall provide standard reports or dashboards for each organizational analytics area described in this request. Describe how business users can adjust or save views without vendor assistance. A separate advanced report–writing tool is not required.– The System shall support navigation from agency–wide summary views into subordinate organizational units and positions.– The platforms analytics must reflect the complete position structure in the University–provided file. Vacant positions remain in the reporting hierarchy, spans–and–layers calculations, position counts, FTE, staffing ratios, and other position–based measures.– Provide hosted Platform, implementation and configuration, training, and ongoing support for a limited group of users.– Position Dashboarding and Spans–and–Layers Analysis: clear point–in–time views of the University's position structure, including filled and vacant positions, position FTE, compensation amounts when provided, reporting relationships, spans of control, and organizational layers, with the ability to identify and examine structures that warrant review by organizational unit and other available dimensions.– Organizational Design Support: clear visualizations and analyses that help University leaders evaluate organizational structures, reporting relationships, management spans, organizational depth, functional staffing patterns, and position distribution to inform planning and decision–making.– Hosted Platform and Services: Implementation should include initial flat–file mapping and validation, configuration of dashboards and functional groupings, federated single sign on (SSO) setup, administrator and user training, and a practical go–live plan. The Platform will operate from periodic University–prepared file extracts that meet pre–defined vendor–supplied file layouts.(2) All the questions must be submitted no later than November 2, 2026.
