Vendor needs to provide evaluation process consultant services to the government authority located in Connecticut.• Evaluate the evaluation procurement processes from bidding to negotiations and award: review and assess the processes through which the agency has procured the EA as well as the practices and processes used by the EA, over the last 10 years, to procure third–party consultants to perform evaluation studies.• Evaluate the selection and prioritization of topics for evaluation studies and the coordination of these processes with the evaluation committee and program administrators; and provide recommendations to improve these processes.• Assess the quality and timeliness of input and data supplied by the program administrators for individual studies and the overall process this assessment should include a review of data access and data quality compared to other statewide programs and other states’ energy efficiency and demand response programs.
