(1) Vendor needs to provide targeted outreach and engagement services to foster novel approaches to outreach individuals experiencing substance use disorders and their families in order to encourage the initiation of treatment, as well as innovative strategies to inspire engagement in substance use treatment.– Engagement in harm reduction and substance use disorder treatment Engagement services involve repeated outreach efforts over time, building trust with individuals who typically do not seek out treatment within thirty days of initiating treatment, for the purpose of engaging them in harm reduction, substance use disorder treatment, and/or recovery supports services.– Implementation of evidence–based techniques and therapies that are effective in improving engagement and treatment retention. Examples include: staff training in Motivational Interviewing, Contingency Management, low threshold treatment approaches, alternatives to abstinence–based recovery, cultural humility and competence, or trauma informed approaches to care.– Target Populations. Proposals should prioritize populations who typically have difficulty accessing harm reduction, substance use disorder treatment, and recovery support services– Community education and public awareness components should be incorporated into the proposal, focused on the availability of treatment, resources, and naloxone; on the chronic nature of substance use disorder and family support resources.(2) All question must be submitted no later than October 21, 2026.
