Vendor needs to provide project management services to the government authority located in Louisiana• Ensure that all property owner documentation gathered during the application process remains valid and accurate.• Review property owners construction plans to ensure that the documents meet all grant program policies and procedures and provide an elevation cost estimate.• Assist homeowners in the development of construction bid documents that adhere to all grant program guidelines and requirements.• Assist homeowners and the project manager during the review and execution of elevation construction contracts.• Assist with construction bid documents that adhere to all grant program guidelines and requirements.• Inspect ongoing mitigation construction for compliance with program requirements.• Review and analyze construction “change orders” for compliance with program requirements.• Assist the project manager in establishing individual project files. These files must demonstrate compliance with all applicable state, local, and federal regulations. The project files must be monitored throughout the program to ensure that they are complete and that all necessary documentation is being retained.• Secure the secretary of labor's wage decision from the state and include it in the bid documents.• Monitor construction to ensure compliance with equal opportunity and labor standards provisions.• Develop and submit quarterly progress reports to the state.• Conduct financial tracking of program funds and homeowner payments.• Prepare updated section 504 self–evaluation and transition plan.
