(1) Vendor needs to provide safe parking service to the government authority located in Beaverton, OR. – Provide operator to manage the safe parking program.– Safe parking offers a legal option for people who are experiencing homelessness and living in a vehicle to park and stay in one of five safe parking locations throughout the city while receiving case management from highly qualified professionals with the goal of transitioning to stable housing.– Safe parking consists of a public–private partnership in which the city contracts out with private organizations who have agreed to offer a limited number of parking places on their properties as designated safe parking locations.– On–Call Crisis Intervention Services:• System for providing on–call crisis intervention services. ensure timely crisis response as soon as practicable, but in no event later than 48 hours after city reports the incident to contractor.– Management Services:• Operate site as a free safe parking program for people living in their vehicles, at no cost to participant.• Enroll participants, assign parking spaces, and keep a roster of participants and vehicles.– Incident Reporting Requirements:• Must report any incident taking place in the safe parking program within 24 hours.• An incident is any event at the site that causes or threatens injury, death or serious illness to any person; requires a call to police, fire or emergency medical services.– Invoicing Requirements:• Contractor shall ensure all monthly reports have been submitted to city prior to submitting an invoice for services.(2) All the questions must be submitted no later than November 23, 2026.
