(1) Vendor needs to provide public commission structure review and consulting service to the government authority located in Dover, DE. – Provide an analysis of the current agency structure, commissioner term length, qualifications of commissioners, and number of commissioners compared to best practices from other jurisdictions.– Provide an analysis of the current agency staff structure, the staff’s role in relation to thecommission, and make recommendations on how to optimize staff’s performance and role within the organizational structure.– Provide an analysis of how artificial intelligence could be used to increase staff or commissionerproductivity.– Provide an analysis of how model state commissions interact with sister agencies to maximizeeffectiveness and harmonize state energy policy.– Interview interested stakeholders including the secretary of state, current and former agency commissioners, select staff, members of the state division of the public advocate and state energy office, regulated utility stakeholders, key legislators and members of the governor’s office.– Provide a comprehensive report of findings and recommendations.(2) The contract period will be for one year. (3) All the questions must be submitted no later than September 28,2026.
